The American Recovery and Reinvestment Act of 2009 (ARRA) contains many provisions which affect health care information technology (HITECH). The suspense builds as the health IT community awaits the final regulations from the Centers for Medicare and Medicaid Services (CMS) to participate in the EHR incentive program for “Meaningful Use”.

In February 2009, the U.S. government signed into law the $787 billion American Recovery and Reinvestment Act (ARRA). Within this act, there is $19.2 billion which is intended to be used to increase the use of Electronic Health Records (EHR) by physicians and hospitals. This component of the bill is called, the Health Information Technology for Economic and Clinical Health Act (HITECH).
Incentives are available to existing users and new adopters of certified EMR systems, who use the system in a meaningful way. “Meaningful Use” has yet to be defined.
Research shows that utilizing an EHR would improve patient care, increase patient safety and simplify compliance in the U.S. healthcare system. Plus, it would help cut costs in the long term, as it would minimize errors, increase productivity and administrative efficiency.

Harry Greenspun, M.D., Chief Medical Officer

Harry Greenspun, M.D., is the chief medical officer of the Dell healthcare group, providing strategic leadership with a clinical perspective. He has held a diverserange of clinical and executive roles across the healthcare industry, giving him a unique perspective on the challenges and opportunities faced in health IT. Over the course of his career, Dr. Greenspun has held many key roles in implementing company and industry-wide policy.
As a chairman of the Health Information Management Systems Society’s (HIMSS) Government Relations Roundtable and co-chair of the HIMSS task force responsible for creating the white paper entitled, “Enabling Healthcare Reform Using Information Technology,” Dr. Greenspun has made recommendations to the Obama administration and Congress on the importance of health IT investment to the nation. He has been quoted extensively in the media and among analysts on this topic and is seen as a thought leader among industry leaders.
Dr. Greenspun received his bachelor’s degree from Harvard University, his medical degree from the University of Maryland, and completed his residency and fellowship at Johns Hopkins Hospital, where he served as chief resident in the Department of Anesthesiology and Critical Care Medicine. As a cardiac anesthesiologist, he practiced in major academic medical centers, as well as community hospitals.
John Valutkevich, Senior EHR Coordinator

John Valutkevich has been at MEDITECH since 1993 and has held a variety of positions. He began his career in Implementation supporting the GeneralFinancials, then amassed a good deal of technical expertise and managerial experience as part of 10 years in the Client Services Technical Support Group. More recently, John has spent the last couple of years working as an EHR Coordinator. He is responsible for keeping track of all of our Interoperability efforts, ARRA/HITECH legislation and our current certification pathways and plans.
Pam McNutt, Senior Vice-President and CIO

Pam McNutt has been in the field of healthcare information technology for 30 years, the last 19 of which in the role of Chief Information Officer(CIO). She has worked for Medicus/HBOC, Hermann Hospital and is currently the Sr. Vice-President and CIO with Methodist Health System in Dallas, Texas.
Ms. McNutt has served as a Director on the Healthcare Information and Management Systems Society (HIMSS) national Board (1998-2001), on the College of Healthcare Information Management Executives (CHIME) as a Trustee (2007-2009) and as Chair of the Healthcare Information Systems Executives Association.
Pam is a fellow in HIMSS. She was awarded the John Gall CIO of the year award in 2002, the HIMSS Leadership award in 2001 and the HIMSS Information Systems award in 1998. She participated as faculty in the CHIME Healthcare CIO Boot Camp 2003- 2006, served as Chair of the CHIME Advocacy Leadership Team and currently Chairs the CHIME Policy Steering Committee.
Jennifer Laughlin, Vice President and CIO

Jennifer Laughlin is the vice president and CIO of UW Health Partners-Watertown Regional Medical Center in Watertown WI. While also serving as the current HIPAA Privacy for the organization, she is also responsible for the information services, medical staff services, marketing and business development, radiology, and health information and serves as the primary contact for the medical staff.
Prior to her appointment as vice president and CIO, she held the title of director of medical staff services. Her positions in the health care industry in WI also includes supervisor of medical information services at Community Memorial Hospital in Menomonee Falls, WI.
She is an active participant in a number of professional organizations on both the national and Wisconsin levels. Nationally, she is a member of the American Health Information Management Association (AHIMA), the National Association of Medical Staff Services (NAMSS), the American College of Healthcare Executives (ACHE), the College of Health Information Management Executives (CHIME), and the Health Information Management Services Society (HIMSS). In Wisconsin, she is the Past-President of the Wisconsin Health Information Management Association (WHIMA), and active in the Wisconsin Association of Medical Staff Services (WAMSS) and the HIPAA Collaborative of WI (HIPAACOW). She was most recently appointed to the CCHIT (Certification Commission for Health Information Technology) Board of Commissioners, where she will serve a two year term. She has also received numerous awards during her career.
Ms. Laughlin is a registered health information administrator and earned both her BS in Health Information Management and her MBA from the University of Wisconsin-Milwaukee.
Lori DeLone, Chief Information Officer
Halifax Health, Daytona Beach, Florida
Lori DeLone is the Chief Information Officer for Halifax Health, the largest provider of health services in east central Florida. An integrated system of hospitals,outpatient clinics, and hospice services, Halifax Health has been serving the residents of Volusia and Flagler counties since 1928. Halifax achieved HIMSS Stage 6 certification in December 2009.
Lori joined Halifax Health in 1994 and held roles asManager of Application Services, Manager of the Project Office and Director of Information Systems before being named Chief Information Officer in 2004. Prior to joining Halifax Health, she worked for GE Aerospace, GE Information Services, and Lockheed-Martin. Lori is a graduate of GE's Information System Management Program (ISMP).
Lori is a member of CHIME, HIMSS, and FHA, and serves on the local board of the Volusia County School’s Academy of Information Technology and Robotics. She has a BA and MBA from Rollins College, and a Master’s Certificate in IT project management from George Washington University.
Jennifer Meinkoth, CIO
Memorial Hospital, Belleville, Illinois
Jennifer Meinkoth is the Chief Information Officer for Memorial Hospital, a 316-bed community hospital located in Belleville, Illinois. She has responsibility for the Information Technology and Health Information Management Departments and serves as Memorial’s Privacy Officer. Prior to her position as CIO, she served as the Director of Health Information Management at Memorial Hospital for twelve years.
Ms. Meinkoth is a registered health information administrator and earned her BS in Health Information Management from Saint Louis University and her MBA from Southern Illinois University – Edwardsville. She is a member of HIMSS and AHIMA.
Memorial Hospital has used MEDITECH Magic since 1997 along with several best-of-breed systems. As part of the organizational EHR strategy established in early 2009, Memorial has committed to becoming “more MEDITECH” with a migration to 6.0 that includes replacement of several best-of-breed systems with MEDITECH applications.
Adnan E. Hamid

Adnan Hamid has over 13 years of experience in the hospital setting. He is leading the Advanced Clinical applications implementation to help the organization transition to a fully electronic medical record.
Previously, he was a Business Systems Analyst at Huntington Hospital (525-bed facility) in Pasadena, California where he assisted in the implementation of MEDITECH as well as Radiology (McKesson HMI) and Cardiology (GE Medical Systems) PACS. Prior to that, he was a Project Manager at Valley Presbyterian Hospital in Van Nuys, California. He has a B.Sc. in Biomedical Engineering from Boston University and a MBA concentrated in Healthcare from the Paul Merage School of Business, University of California, Irvine. He is an alumni of the CHIME Healthcare CIO Bootcamp.
He is recognized as a Certified Professional in Healthcare Information and Management Systems (CPHIMS) and Fellow status with HIMSS (FHIMSS). He was awarded the 2009 John Glaser Scholarship and recently earned the new Certified Healthcare CIO (CHCIOe) status with CHIME.
