Jackie Rice, BSN, RN is the Vice President for Information Technology and Chief Information Officer at Frederick Health. She provides leadership for the continued development of an innovative, robust, and secure information technology environment for Frederick Health. The primary responsibilities of her office encompass a wide variety of strategic technology issues.

Frederick Health is the only hospital in Frederick County, Maryland. It has 269 licensed beds, employs a staff of nearly 3,300, and offers services in 26 locations through a network of primary care and specialty providers. Jackie’s team provides support for and delivery of IT infrastructure and services, information security systems, administrative systems, and client support services.

Jackie serves on the Maryland HIMSS Chapter Board of Directors as past president. Prior to joining Frederick Health, Jackie served in multiple healthcare roles, starting with a nursing background of 20 years which led her to a career path in Information Services. She follows the mission of Frederick Health to positively impact the well-being of every individual in our community.

Session Overview

Healthcare organizations have become increasingly data driven, and traditional centralized governance models often struggle to keep pace with clinical, operational, and regulatory complexities. This session presents Southlake Health’s Distributed Data Governance Framework, a practical approach that embeds accountability within clinical and business domains while maintaining enterprise-level oversight, clear data ownership, improved quality and interoperability, and alignment with broader digital health strategy. Attendees will gain insight into strategic drivers, governance architecture, success factors, implementation framework, and how this approach can be used in practice.

Sam Fielding

Sam Fielding is the Chief Information Officer at Southlake Regional Health Centre. He is passionate about advancing Digital Health both within and beyond Southlake. Prior to joining Southlake, Sam was the Chief Technology Officer at Horizon Health Network for more than 10 years, during a period of significant transformation in the New Brunswick health system that included the merging of health authorities and the creation of a healthcare shared services agency.

Sam has also held a number of roles in both the public and private sectors, including Business Transformation, Project Management, and Consulting. He holds his Project Management Professional (PMP) designation and has experience in both change management and process redesign.

His formal education includes a Bachelor of Business Administration (Honours) from Acadia University, an Applied Information Technology diploma, and a Master of Business Administration from the Université de Moncton. Sam will serve as the 2025 Board Chair of MUSE International, supporting MEDITECH-oriented collaboration and education across the North American healthcare sector.

From Go-Live to Great: Optimizing MEDITECH Expanse Ambulatory and Evolving Physician Governance

Session Overview

After implementing MEDITECH Expanse Ambulatory in 2019, Anderson Hospital experienced a familiar pattern: strong provider engagement during design, followed by rapid dissatisfaction after go-live when real-world workflow, data flow, and click burden became clear. With approximately 20 independent practices and inconsistent office role clarity, many perceived “system” issues were actually operational issues.

Anderson developed a repeatable practice reset approach using full-day, practice-wide sessions that combined workflow redesign, role clarification, and targeted Expanse optimization. Gains were then sustained through weekly operations collaboration and an evolved physician governance model. This session shares lessons learned, governance adjustments, and onboarding/offboarding checklists that helped stabilize adoption and make optimization durable despite staff turnover.

Michael Ward

Mike Ward serves as Chief Information Officer at Anderson Hospital, where he leads enterprise technology strategy across clinical, operational, and digital initiatives. With 22 years in healthcare IT leadership, he focuses on improving caregiver and patient experiences through practical workflow design, strong governance, and measurable adoption.

Since Anderson’s 2019 MEDITECH Expanse implementation, Mike has partnered with physicians, practice leaders, and front-office teams to optimize ambulatory workflows, streamline onboarding and change management, and build sustainable operational cadence between IT and clinical operations. He is passionate about aligning technology with people and process to deliver safer, more efficient care for the community.

Carol Labadini, Vice President of MaaS Customer Experience, is responsible for the end-to-end implementation of all MEDITECH customers, focusing on a delivery model that supports health system goals.
